Follow the steps below if your web service does require access to the network and you're using version 7 of IIS Manager.

Add Domain User to Local Group

Configure Applicaton Pool Using IIS7

Assign Minimum Privileges

Create an Application and Virtual Directory Using IIS7

Assign ArcFMGDBReplicationService Directory Permissions

Required Directory Permissions

Add MIME Type to IIS Using IIS7

Enable Directory Browsing

Configure Bits Using Server Manager and IIS7
