IncidentArchiveMomentaryDurationTransformation Class

Adds the incident duration value to the incident archive table. This is dependant on the [FindOutageIncidentAndDevicesArchiveRequest] which was customized with an aggregated query of the rx_loadpoints_history table to get a list of incident device outages and their respective durations for each incident.
