ReturnLongTermDeviceRecordRequest Class

Copies the device record from RX_INC_DEV_LONG_TERM back to RX_INCIDENT_DEVICES. Sets the LONG_TERM_STATUS in RX_INC_DEV_LONG_TERM to 1 indicating it can be switched back to normally open and the record can be deleted.
