The Picture tool allows the user to add a bitmap to the current graphics layer. It is not part of any toolbar, but you can add it through the Customize dialog.

1. Click Picture
2. Select the supported image file you want, click Open. 
3. The image appears in the center of the map display. 

While the image is selected, you can change its size, its location, and you can delete it.
