Problem: The RXINCIDENTDEVICE model name may not be assigned to the feature on which you are trying create an incident.
Fix: Follow the instructions in the Configuring ArcFM Solution (ArcCatalog Tools | ArcFM Properties Manager | Assign Model Names) online documentation to assign the RXINCIDENTDEVICE model name to all devices on which an incident may be placed.
