Problem: The CONDUCTOR model name is not assigned to the feature for which you are trying to add conductor switching steps.
Fix: Follow the instructions in the Configuring ArcFM Solution (ArcCatalog Tools | ArcFM Properties Manager | Assign Model Names) online documentation to assign the CONDUCTOR model name to all feature class(es) on which conductor switching steps may be executed.
