Problem: The RXFACILITY model name is not assigned to the feature for which you are trying to add user defined switching steps.
Fix: Follow the instructions in the Configuring ArcFM Solution (ArcCatalog Tools | ArcFM Properties Manager | Assign Model Names) online documentation to assign the RXFACILITY model name to all feature class(es) that may be listed in a switching order.
