This tool allows you to assign compatible units (CUs) to Work Locations (WLs) in an open design on the Design tab. Users may indicate how CUs are assigned using the WL Assignment tab in Tools > Designer Options.
How linear CUs are assigned to Work Locations depends on the setting selected in the ArcFM Properties Manager on the geodatabase in ArcCatalog. If you want to change this setting, contact your Administrator. To use the new features, the 'WORKFUNCTION' field on the Work Location feature class is required. If that field is not present, behavior will be the same as it was prior to this new functionality. See Designer CU to WL Assignment for ArcFM 10.2.1a.

Exact Match: If you have placed multiple WLs, the linear CU is assigned to the nearest work location with a matching work function. For example, a CU with a work function of Install will be assigned to the work location with a WF of Install. In the example below, WL2 (Install) matches the Class 5 pole, while WL1 (Remove) matches the Class 4 pole.
Category Match: If no match is found, for any CU with a work function that results in an update or create (for example, Replace, Transfer, or Upgrade), the linear CU is assigned to the nearest work location with an Install work function. For any CU with a work function that results in a delete (for example, Remove, Retire, or Abandon), the linear CU is assigned to the nearest WL with a Remove WF. In the example below, the Class 6 pole has an Abandon WF, matches the WL1 category (Remove), while the two Class 5 poles have the Retire WF, which matches the undefined WL2.
No Match: Any remaining CUs that do not match these criteria will remain unassigned. In the example below, the WL has the Install function, while the CU has the Remove WF. Therefore, the WL remains unassigned.
If the "Start to end work location (span)" option is chosen for Linear CUs, a spanned work location is created for a linear CU. Spanned work locations work in much the same way as other work locations. Here is how linear CUs are assigned to spanned work locations.
Exact Match: If you have placed multiple WLs, the linear CU is assigned to the nearest work location with a matching work function. For example, a CU with a work function of Install will be assigned to the work location with a WF of Install. In the example below, WL1 and WL2 (Install) both match the 1/0 AWG Aluminum Overhead Primary Conductor, so a new span WL named WL 1-2 Span has been created.
Category Match: If no match is found, the spanned CU is assigned to the nearest work location with a similar work function. For example, an Install CU will match with a None, Install, Replace, Transfer, or Existing WL, while a Remove CU will match with a Abandon, Remove, or Retire WL. In the example below, the 1/0 AWG Aluminum Overhead Primary Conductor has an Install WF, which matches WL1 but not WL2. Therefore, a new span WL named WL 2-2 Span has been created. The work has been assigned to WL 2-2 Span, not WL 1.
No Match: Any remaining CUs that do not match these criteria will remain unassigned. In the example below, both WLs have the Remove function, while the CU has the Install WF. Therefore, the WLs remain unassigned.
If no Work Function field is present on the Work Location, the car tool assigns CUs to the nearest Work Location. See Designer CU to WL Assignment for ArcFM 10.2.1a for details of this functionality.
If the Work Function value for Work Location is set to NULL(empty), CUs will not be grouped and span Work Location will not be created. This is because you are attempting to group by work function but did not specify the work function of the work location. In this case, we do not attempt to make any grouping.
