Before the field machines can access the Responder Mobile service, you must first start Data Services, Prediction Services and the Mobile Service. 

1. Start Responder Data Services and Prediction Services. Use the Start Responder Windows Service tool in Start Menu > All Programs > ArcFM Solution > Responder. For this tool to start the services properly, you must have configured Miner.Responder.WindowsService.exe.config.
2. Next, open Computer Management (right-click My Computer and select Manage).
3. Expand Services and Applications and select Services.
4. In the list, right-click Responder Mobile Service and select Start.
