This behavior is now optional and is disabled by default. You can display shortcut keys by following these steps:

Windows 2000

1. Right-click the desktop and select Properties.
2. Click the Effects tab.
3. Unselect the checkbox labeled: "Hide keyboard navigation indicators until I use the Alt key."
4. Click OK.

 

Windows XP

1. Right-click the desktop and select Properties.
2. Select the Appearance tab.
3. Click the Effects button.
4. Unselect the checkbox labeled "Hide underlined letters for keyboard navigation until I press the Alt key."
5. Click OK on both dialog boxes.

 

Windows 7

1. Open the Control Panel.
2. Select Ease of Access.
3. Select Make the keyboard easier to use.
4. Scroll to Make it easier to use keyboard shortcuts and select the checkbox labeled "Underline keyboard shortcuts and access keys."
5. Click OK.
