If you are upgrading Fiber Manager from release 9.3 or earlier, you will need to use the Fiber Stand Alone Conversion Tool to make your geodatabase compatible with Fiber Manager's flexible data model. Refer to the various combinations of installations to locate your particular installation and follow the steps indicated.
