System Palettes

The CU Filter allows designers to create either system or user palettes. System palettes can be viewed by any users connected to that geodatabase. A user palette may be viewed only by the user who created it. You can use permissions to prevent non-admin users from creating system palettes.
System palettes are stored in the MM_CU_SYS_PALETTES table in the geodatabase. A user must have create and edit permissions on this table in order to create or edit system palettes. If you want to prevent a user from creating or editing system palettes, simply remove their create and edit permissions on this table.
