OwnerCanLoadFromDB Method (IMMPersistentListItemEx)

Uses the 'owner' value to call the appropriate IMMPersistentListItem method (CanLoadFromDB, CanLoadFromUserDB). The 'owner' of a listitem is on the IMMItemDefinition interface. It can be either user or system.
