GetCursor Method (Resourcer)

Given a resource ID, this method retrieves a cursor.

resourceId: String value in the resource file that corresponds to the cursor to be retrieved

Target Platforms: Windows XP SP3 (32-bit and 64-bit), Windows 7 (32-bit and 64-bit)
